Saudi Diplomat’s wife, daughter abused Gurgaon police

The Gurgaon Police, in a report to the Ministry of External Affairs, said the wife and daughter of the Saudi diplomat abused them while trying to rescue the two Nepalese women, who have alleged rape by the diplomat.
As per the report, the team managed to rescue the victims “after a great deal of persuasion.” It said, while the investigation team and others accompanying them were waiting in the lobby, the women started beating up the Nepalese women to desist them from leaving the residence.
The police also mention that the diplomat’s daughter was the only person whom the victims knew by name.
The Nepalese women alleged that the diplomat used to rape, sodomise and assault them, while his wife often threatened them. The victims also told the police that the diplomat’s daughter never assaulted them.
Gurgaon Police also mentioned that they were unaware about the identities of the occupants of the apartment when they went there to rescue the two Nepalese women.
“We later realized that the residents could be Saudi Arabian nationals who may be holding diplomatic status in India. Their names could not be confirmed on spot but the male member is believed to be Mr. Majid, who is believed to be the First Secretary with the Saudi Arabian Embassy in New Delhi,” reads the report.
The report said the Gurgaon Police had received a letter < followed by a phone call >from the Nepal embassy asking the Commissioner to “rescue and repatriate” the Nepalese women.
Senior police officials said they were awaiting the Ministry’s response to the detailed report before taking any further action in connection with the case.

Eighty-two people were killed and many injured when explosives kept inside a building went off at Petlwad town in Jhabua district of Madhya Pradesh on Saturday.
Earlier, police said the explosion was caused by a cooking gas cylinder kept in the adjacent three-storeyed building housing a hotel.
Both the buildings were extensively damaged in the high-impact explosion compounding the tragedy.
According to Sub Divisional Officer of Police (SDOP), Petlawad, A.R. Khan, the explosion took place around 8.30 a.m. at a store in the building where huge piles of explosive material used for mines were kept.
Also, 35 people have been pulled out of the debris and referred to a nearby hospital, Ms. Gupta said.
Many others are suspected to be trapped in the debris, she said, adding that the exact number of casualties will be known once the rescue operations are over.
Senior officials from Jhabua including Superintendent of Police G.G. Pandey besides State Tribal Welfare Minister Antar Singh Arya have rushed to the spot.
State Home Minister Babulal Gaur said a high-level inquiry has been ordered into the incident.
Chief Minister Shivraj Singh Chouhan has announced an ex-gratia of Rs. 2 lakh each to kin of the deceased and Rs. 50,000 for those injured.
Meanwhile, a team of National Disaster Response Force (NDRF) has been dispatched to Jhabua to help in the salvage operations of the collapsed building.
“A team equipped with gadgets to operate in collapsed structures has been sent to the accident site in Jhabua from Vadodara in Gujarat.The team will assist local administration in retrieval operations,” NDRF director-general O.P. Singh told PTI in Delhi.

Modi Announces Rs.1.25 Lakh Cr. package for Bihar

Ahead of his Saharsha rally, Prime Minister Narendra Modi on Tuesday announced a big package at Ara for the development of Bihar and also took a dig at the state Chief Minister Nitish Kumar for not utilising central funds.
While inaugurating several projects of National Highways and skill development at Ara, Mr. Modi in a dramatic way declared a Rs. 1.25 lakh crore package to change the “face and fate of Bihar.”
He also announced that apart from this amount several projects worth Rs. 40,000 crore are also underway in Bihar and “so the total amount for the package goes up to Rs 1,65,000 crore”.
“The previous Vajpayee government had given Rs. 10,000 crore package for the development of Bihar but the state government till 2013 could utlise only Rs 9,000 crore and Rs 1,000 crore remianed unspent”, said Mr. Modi.
“Similarly, the UPA government at the Centre too had given Rs. 12,000 crore to the state government after lot of persuations by the chief minister but surprisingly, out of that only Rs 4,000 crore was spent till today”, he said.
Announcing a special package, Mr. Modi said, "Today, I’ve come here to fulfil my promise which I’d made earlier to the people of Bihar. I’d promised to give a package of Rs. 50,000 crore but now I’ve to say Rs. 50,000 crore will not be enough for Bihar’s development."
Earlier, while taking a dig at Mr. Kumar’s displeasure over Mr. Modi’s remark over calling Bihar a BIMARU state, he said, “Though I welcome his (Mr Kumar) expressed displeasure over calling Bihar a BIMARU state but if the state has come out of this bracket, why does he always beg for the spacial package?” asked Mr Modi.
“Does anyone asks for food if having full stomach? Does anyone goes to doctor if he is hale and hearty?”, he asked amid roaring crowd at Ramna ground of Ara.
Mr. Modi also inaugurated 11 road projects and 22 skill development projects for the state at the Ara function.
While setting off his speech in Bhojpuri language, Mr. Modi also dwelt on the welfare of the farmers and development in agricluture.
“Both are complementary to each other for development and we cannot progress without each other’s growth. Our government has decided to take care of both”, said Mr Modi.
He also said that without development of eastern states such as Bihar, India could not progress.

Kalam had congratulated a cop moments before he collapsed

SHILLONG: Former President A P J Abdul Kalam had congratulated a constable for remaining alert throughout the day, minutes before he collapsed at the Indian Institute of Management and died here on Monday night.

"The former President congratulated an SOT (special operation team) personnel for being alert throughout the road trip from Guwahati to Shillong last evening," East Khasi Hills district SP M Kharkrang said.

He said the personnel at first got scared after Kalam summoned him. But then the VVIP acknowledged the constable for doing his duty properly.

Mourning the loss, Kharkrang said, "What makes him truly great is his acknowledgement of the simple things in life done rightly."

Kalam arrived at 5:40pm at the IIM guesthouse in Shillong and began delivering a lecture on 'Creating a live-able planet' when he collapsed and rushed to the Bethany hospital here.

He was declared dead at 7:45pm by the medical board of the hospital.

Meghalaya government has declared a state holiday on Tuesday as a mark of respect to Kalam who breathed his last in the city.

EPFO to launch online PF withdrawal facility in 3 months

NEW DELHI: Retirement fund body EPFO is likely to launch the online PF withdrawals facility in next three months for the benefit of its over six crore subscribers.

After the launch of this facility, subscribers will be able to apply online for withdrawal of the provident fund which will be transferred directly to their bank accounts.

The details of the online PF withdrawal facility will be discussed at a meeting of EPFO trustees from workers' side called by the Labour Ministr  on July 24, a senior Labour Ministry official said.

At present, the subscribers who wish to settle their accounts with the Employees' Provident Fund Organization (EPFO) are required to apply manually for withdrawing PF.

The official said that for launching the facility, at least 40 per cent of the Unique (portable PF) Account Numbers (UANs) should be seeded with the Aadhaar number and bank account details of the subscribers.

At present, there are only 12 per cent subscribers whose Aadhaar number has been seeded with UANs activated by them.

In order to push the online facilities for subscribers, EPFO has become the registrar of Unique Identification Authority of India ( UIDAI) for enrolment. It is also an online authentication user agency of the Authority.

This would help EPFO verify the credentials of an applicant by using the Aadhaar database.

EPFO had issued over four crore portable UANs in July last year. EPFO has been seeding various KYC details with UANs like bank account and Aadhaar for improving the delivery of its services.

Tthe issue of capping premature provident fund withdrawals will also come up for discussion during the meeting on Friday, the official said.

It is proposed that the premature PF withdrawals should be capped at 75 per cent for EPFO subscribers at any given time till the age of 58.

Under the existing provisions, the subscribers can withdraw the entire amount by showing 'not employed anywhere' for a period of two months.

For implementing the proposal, the government would have to amend the scheme by scraping the provision of inoperative accounts, the official added.

Under this provision, a subscriber's account becomes inoperative if no contribution is made for 36 months. The EPFO does not credit interest on inoperative accounts.

If EPFO retain 25 per cent of a subscriber's PF till he attains the age of 58, his account has to be credited with due interest because it will become inoperative due to new provision, he added.

Till 10 days ago, he ruled over an empire worth over Rs. 1,000 crore and had thousands of followers who would give their lives for him.
On Thursday, when The Hindu visited the cell of self-styled godman Rampal in the Civil Lines police station here, his possessions were a durrie and a couple of blankets.
The staff said there is no light or fan in the cell and he is being served the staple diet of dal, roti and sabzi, besides two cups of tea a day.
“Please tell everyone the whole truth,” he said, when told who the visitor was. Indeed, there is a lot to tell.
A visit to his 12-acre Satlok Ashram at Barwala reveals his influence: from his gaddi, the chair in the air-conditioned enclosure placed behind a bullet-proof screen a couple of floors above, he would preside over huge gatherings in the covered hall. The 30,000-odd quilts and tonnes of rotting food lying in the ashram kitchen speak volumes about his clout.
“There were nearly 25,000 people in the ashram when the November 18 police operation to arrest him was undertaken,” says Inspector General, Hisar Range, Anil Kumar Rao, who commanded the police and Central teams which ensured the arrest of Rampal in a contempt of court case.
“He did not go for 42 court appearances. Also, the armed rebellion he planned against the State, the manner in which he held his own followers hostage, especially women and children, to be used as human shields, all point to a destructive mindset,” said a State CID officer, who has been posted outside the ashram since the beginning of the month, when Rampal’s stand-off with the police began.
The Rapid Action Force personnel are still guarding the fortified ashram as there are a lot of things of value inside it.
The godman had an almost fully air-conditioned personal section towards the rear end of the ashram which rose a good five storeys with about 28 spacious rooms. The presence of six vaults, use of imported granite and tiles, and plush furniture all point to the unimaginable wealth he enjoyed.
Be it his gold-rimmed spectacles, brand new clothes, the swimming pool or the lift in his personal area, every inch of the space speaks of his riches. But the police insist he may not be able to enjoy them ever again.
Much to hide
They claim he led a dual life and had much to hide. That was why he installed heavy curtains, had electric shutters on windows and iron doors in every room. Thousands of pieces of undergarments, many in their original packing, were kept in the rooms.
Along with him, the police had also arrested his second-in-command, Baljit, and the latter’s daughter, Babita, who stayed in the ashram. Their role in guiding Rampal is also being probed. Mr. Rao said the Special Investigation Team has so far registered seven different cases. In the main FIR, the godman and his associates have been booked on 20 different charges, including sedition and murder.
The police are now focussing on establishing the expanse of his properties.
Besides Satlok Ashram, he had another one in the vicinity which is spread over nearly six acres. He is learnt to have bought a 52-acre plot on Daulatpur Road where he had planned an even bigger ashram. Of his two ashrams outside Hisar, one is in Karontha in Rohtak, where a murder took place in 2006 leading to the original case in which he had been arrested, and the other is at Betul in Madhya Pradesh, spread over 70 acres.
While the police have frozen the ashram’s accounts, they are awaiting court orders to proceed against the property. Once the search at the Satlok Ashram is over, it would be sealed.
